i think without. and a small tweak, my eye goes right to the circle and i feel a little tension. maybe if it overlapped the "e" more and moved away from the "o"?

I actually really like the streaks, though I might move them up a tad or maybe add a few more of them at the top of the box? The solid is also really nice and simple, though have you tried keeping the text black? The red just feels a little hard to read inside the blue to me.
